The Clinton Foundation

The Bill, Hillary, and Chelsea Clinton Foundation, Inc. is a nonpartisan organization founded by President Bill Clinton. Since 2001, the Foundation has transformed philanthropy through programs that develop leaders and accelerate solutions to the world’s most pressing challenges. Based in downtown Little Rock, Arkansas, the Foundation operates the Clinton Presidential Center and supports the Clinton School of Public Service.

To support its mission and advance sustainability across its campus, the Clinton Foundation partnered with ENFRA to deliver a comprehensive Energy-as-a-Service project. The scope of work includes improvements to the chilled water and heating water plants in downtown Little Rock, the installation of distributed generation to enable demand response, lighting retrofits, and retro-commissioning. The project also incorporates the deployment of EV chargers at two campus locations as well as the development of a 5 MWac offsite solar array to supply renewable power.

This transformative project represents approximately $33.7 million in infrastructure improvements. Over the 30-year term, the project is guaranteed to generate more than $26.6 million in utility cost savings while reducing overall energy consumption by 48 percent.

Importantly, the Foundation will recognize no incremental debt on its balance sheet thanks to the Energy-as-a-Service model. This structure allows the organization to preserve its financial resources for its core mission while achieving substantial sustainability gains. The partnership also delivers a guaranteed annual utility expense savings of $488,000, totaling more than $26.6 million over the term of the agreement.
