ENFRA and Memorial Health Announce 30-Year Energy-as-a-Service Partnership to Deliver Infrastructure Modernization, Cost Savings, and Sustainability Gains

ENFRA and Memorial Health, a leading healthcare system based in Springfield, Illinois, have announced a 30‑year Energy‑as‑a‑Service (EaaS) partnership that will deliver critical infrastructure upgrades, long‑term energy savings, and enhanced sustainability across its enterprise.

ENFRA will implement a comprehensive portfolio of energy and infrastructure improvements across four of Memorial Health’s five acute care campuses. The project features 6.4 MWh of solar installations, enterprise-wide air handling and terminal unit upgrades, heating and cooling system optimization, and a full central energy plant renewal at Memorial Health’s Decatur campus.

“This partnership with Memorial Health is a strong example of how Energy-as-a-Service can unlock immediate capital, modernize critical infrastructure, and deliver long-term, guaranteed savings without adding balance sheet burden,” said ENFRA Executive Vice President Frank Ferramosca. “By combining system-wide energy optimization with on-site generation and central plant renewal, we’re helping Memorial Health strengthen resiliency, improve operational efficiency, and reinvest in what matters most, delivering exceptional patient care.”

The partnership is expected to deliver guaranteed energy savings of 18.15%, equating to approximately $2.0 million in savings in year one post-construction and $115.3 million over the 30-year term. In addition to financial benefits, the project will advance Memorial Health’s sustainability goals, including an 18% reduction in purchased electricity across its acute care portfolio.

Memorial Health operates five hospitals across Central Illinois, with approximately 6,700 employees and more than 850 licensed beds system-wide.
